Unlike Sciel, there’s a required side quest to reach Level 7 in your relationship with Lune.

Verso points you to Sirene’s Dress, a location just outside the Sirene Axon area from Act 2.

I’d recommend romancing Lune inClair Obscur: Expedition 33because the bond between her and Verso is stronger.
