The elusive substance can seemingly cause hallucinations, as Cesar often sees things that arent there.
Drops of Megalon can also heal people, as it does to Cesars face after hes shot.
But only he can stop and start time, likely since Megalon is Cesars creation.
Its also possible she didnt freeze because she has no concept of what time is and how it functions.
What Happened To The Satellite Falling To Earth?
However, it was later revealed the abandoned satellite would touch down in New Rome instead.
Its never fully shown what happened to the satellite falling to Earth.
