After Javier is unlocked, you will need to get yourrelationship with him to a friendly level.
After you gain enough friendship levels with Javier, he will give Salvador your number.
To level up quickly, follow your objectives in the upper left corner of your screen.
To gain extra XP and cash, be early for your deliveries.
